What is the NOC of vehicles?

The No Objection Certificate(NOC) is a document that became mandatory for vehicles under the Indian Motor Vehicle Act 1988 and 2019. It is a prerequisite while doing a sell-purchase or transfer of any vehicle registration from one state to another. This certificate is issued by the Regional Transport Office(RTO) and after its issuance, the certificate will be valid for 6 months.

NOC is a key document that is issued after checking every detail about the vehicle. For example, it checks that:

  1. The vehicle’s dues and duties are clear or not?
  2. Is the annual tax paid or not?
  3. Is the vehicle registered or not?
  4. Some other minute details are checked before the issuance of NOC.

There are certain circumstances where a vehicle owner requires NOC for his or her vehicle. Some of the most important reasons that you should know:

  1. Vehicle Registration Transfer

If you migrate to another territory or state in India, you are supposed to get NOC from your current RTO to get registered your vehicle to another RTO, where you are relocating yourself.

  1. Transfer of Ownership

NOC is required for the vehicle ownership transfer due to the sale of the vehicle, auction or demise of the owner. It will be issued by the Regional Transport Office.

  1. Removing hypothecation/Loan Repayment

It also ensures that the vehicle is free from every type of loan. Suppose a person purchased a vehicle on loan or has borrowed some loan from a bank by mortgaging his vehicle, so it is a check whether the vehicle is completely clear of its dues or not.

4. Temporary Relocation

If someone is temporarily residing in another state for more than 3 months and also keeps a vehicle then he must have an NOC of his vehicle.

  1. Visit the RTO:
    You have to go to your RTO where your vehicle is registered.
  2. Submit Form 28:
    This is the NOC application form. Fill this form with accurate details and submit this form with its three copies.
  3. Provide Required Document:
    Along with filling up the application form, other vehicle-related important documents would also be required (the required documents checklist is attached in the next section)
  4. Pay Applicable Fee:
    You have to pay a fixed fee for the NOC application.

    Your provided information and documents will be verified by the RTO to make sure that the vehicle is completely clear from any kind of dues or legal issues.

    If every check is clear then the RTO will issue the No Objection Certificate within a specific period.
